The SPD was prepared in order to update and regularise the Council's approach to Planning Obligations following changes in advice and guidance from central Government. It sought public comment on the proposed new approach, which was published for consultation in two formats, Full (including contextual legal and policy material), and Concise. The Adopted SPD replaced the Planning Obligations Supplementary Planning Guidance: Codes of Practice that has been used since early 2005.

There is a statutory requirement under Regulations 17(1) and 18(3) of the Town and Country Planning (Local Development) (England) Regulations 2004 to enable public participation to take place on the proposals for a period of between four and six weeks. The consultation period ran from 21 August to 1 October inclusive. The consultation documents can be viewed and downloaded from the related documents section on the right hand side of this page.

Submissions were invited either online, via the West Somerset Says consultation website, which provides the facility to make responses online, including the ability to upload documents (subject to a 15mb upload limit), or to enter a response via an online form.
