Council Tax - Discounts

Where a dwelling has only one occupier over 18, a 25% discount will be granted.  This is known as a single person discount. If you live alone and wish to apply for a single person discount please complete the relevant online form on the right hand side of this page. Please note that failure to provide a forwarding address for a person who has vacated your property may delay or invalidate any claim made.  Single Person Discounts are not normally awarded for short / temporary periods of absence such as extended holidays or working away from home etc.

Some households with more adults may also receive discount, as certain groups of people will be disregarded for Council Tax purposes.  If all the adults in a dwelling are disregarded, a 50% discount will be granted.

When counting the number of adults in your property you can disregard the following people:

  • Full time students attending a college or university, Student nurses
  • Youth Training trainees, Apprentices
  • Certain carers
  • People who are severely mentally impaired
  • People in residential care homes, nursing homes and hostels providing a high level of care
  • Hospital patients
  • Members of religious communities
  • People in prison and other forms of detention
  • People aged over 18 for whom child benefit is payable
  • Recent school and college leavers under 20
  • Students under the age of 20 studying up to A level, the higher grade of the Scottish Certificate of Education or equivalent
  • Members of international headquarters and defence organizations and their dependants, Members of visiting forces
  • Residents in certain hostels and night shelters and other accommodation for those with no fixed abode (England and Wales only)
  • Foreign language assistants, Foreign spouses or dependants of students
  • A person who has diplomatic, Commonwealth or consular privilege or immunity

If a dwelling is unfurnished and unoccupied the Council Tax payer maybe entitled to up to one month 100% discount.  A property that is unoccupied and unfurnished for more than one months will not qualify for a discount.

A dwelling which is unoccupied and substantially unfurnished, requiring or undergoing structural alterations or major repair works to make it habitable maybe entitled to up to a twelve month 100% discount.

Please note that an additional 50% charge will apply on properties that have been unfurnished and unoccupied for two years or more (certain exclusions apply).

If a dwelling is furnished but unoccupied (second home) a full charge applies (0% discount).  

If occupation is restricted by a planning condition preventing occupancy for a continuous period of at least 28 days then a discount of 25% may apply.

A dwelling that is furnished and unoccupied as a result of job related employment may be subject to a 50% discount. 

A dwelling that is furnished and unoccupied with no main access to main services and no immediate access to the main highway maybe entitled to a 5% discount.

If you have been allowed a discount to which you are not entitled you must tell the council as soon as possible or a penalty of £70 may be imposed.
