Parking Enforcement

Parking Officers use hand held computers as part of their enforcement role. In addition each Parking Officer carries a digital camera and photographs any parking contravention. Photographs can be used as evidence in the event of an appeal against an Excess Charge Notice.

Parking Officers are trained to assist members of the public with their requests for information and advice. However, they cannot withdraw an Excess Charge Notice once it has been issued. Once a Notice has been issued, there is an appeals procedure that should be followed. Excess Charge Notices may be issued for any of the following contraventions:

  • T1: Parked in a pay & display parking area without clearly displaying a valid pay & display ticket or permit.
  • T2: Parked after the expiry of time paid for in a pay & display parking area.
  • V1: Parked outside of a marked bay or in incorrect location.
  • V2: Parked causing an obstruction.
  • D1: Parked in a designated disabled parking space without displaying a valid disabled person's badge in the prescribed manner.
  • D2: Displaying an expired disabled person’s badge.
  • D3: Disabled badge invalid as badge details are illegible, obscured or wrong side of badge is displayed.
  • D4: Disabled person’s parking disc not displayed.
  • D5: Parked after expiry of time permitted with Disabled Person’s parking disc.
  • D6: Disabled person’s parking disc set with incorrect arrival time.
  • P1: Parked in a marked permit bay with no valid permit displayed.
  • P2: Permit invalid due to expired vehicle excise license or no valid licence displayed.
  • P3: Permit being displayed is not valid in this parking area.
  • P4: Permit being displayed has expired.
  • SS15: Parked after time allowed in 15 minute limited stay parking bay.
  • SS30: Parked after time allowed in 30 minute limited stay parking bay.
  • CP: Parked in an area designated for coach parking only.
  • PP: Parked in a private parking area.
  • CC: Parked in a car park when closed.

    The reason for the issue of an Excess Charge Notice will be clearly stated on the ticket along with the make and model of the vehicle, the parking location and the date and time of the offence.

The Parking Services office aim to handle all Excess Charge Notice enquiries and appeals within ten working days of receipt. 

We are unable to discuss grounds for appeal against an excess charge notice or accept appeals by telephone. All correspondence must be made in writing.
