Strategic Housing Market Assessment

Preparation of SHMAs is a requirement set out in Planning Policy Statement 3: Housing (PPS 3).  The Housing Market Areas are large, West Somerset is covered by two overlapping HMAs. The Local Planning Authorities work together in each HMA area to commission joint SHMAs.

Partner Authorities in the Taunton and South Somerset HMA comprise:
  • Exmoor National Park Authority
  • Sedgemoor District Council
  • Somerset County Council
  • South Somerset District Council
  • Taunton Deane Borough Council
  • West Somerset Council
Partner Authorities in the Northern Peninsula HMA comprise:
  • Devon County Council
  • Exmoor National Park Authority
  • North Cornwall District Council
  • North Devon District Council
  • Torridge District Council
  • West Somerset Council


Both groups of Authorities have established a Housing Market Partnership to oversee the production of the respective studies. These include representatives of the house-building industry, Registered Social Landlords and other key stakeholders who have an active involvement in the housing market at the local level. The results of both of these HMA studies have now been published following public consultation.
